I think the one that you are describing which is located on the underside of the carb is the screw that you use to drain the gas out of the bowl. You have to loosen and turn the carb to remove the bowl to adjust it. 1.

Here is a pic for any future reference. Relay is on the left, and starter solenoid is on the right, with the boot pushed back. I got lucky, and it was just bad connection with the relay. I pulled out the relay, looked at it and put it back. Then I hooked up a battery charger, and the relay was clicking when I hit starter button.
