I did the steps on my Warlock, got the glaive, went to do it on Titan and I can't shape it. I did preservation and still cannot access the board and yes did the raid and have already crafted all the weapons needed, just saying. The 2nd and 3rd glaives come from running wellspring. You have to have them drop there.I got lucky on Vex and 1K though, second completion for them both.
